However, the agency operates almost entirely downstream, addressing only the consequences through family and childcare support. This structural disconnection makes genuine resolution impossible, regardless of budget size. Using clear analogies and cost estimates, this article explains: why outcomes fail to improve, why budgets tend to expand without results, and why such agencies become convenient political shields.
